您的应用程序或将面临在中国不可用！2023年7月，官方印发的《工业和信息化部关于开展移动互联网应用程序备案工作的通知》中，要求此前已开展业务的APP（包括小程序）在2024年3月完成备案手续（即ICP备案），否则将依法进行处置！

Q：什么是ICP备案？
A：即网络内容提供商备案。自2000年起，依据《互联网信息服务管理办法》（国务院令第292号）规定，电信主管部门对从事互联网信息服务的网站开展备案核准工作（即ICP备案）。
Q：需要何时完成ICP备案？
A：2024年3月底前，《通知》发布前开展业务的APP或小程序需向其住所所在地省级通信管理局履行备案手续。
2024年4月至2024年6月底，电信主管部门将组织对备案情况开展监督检查，对仍未履行备案手续的APP依法进行处置。根据微信官方通知，小程序逾期未完成备案，平台将定于2024年4月1日起进行小程序清退处理。
Q：不及时备案有何后果？
A：未履行备案手续的APP，将被互联网服务提供商拒绝接入互联网、被应用程序分发平台排除在外、以及被智能终端生产企业阻止在智能设备上预安装。
Q： ICP备案怎么办理？
A：APP主办者在填写有关备案材料并实名核验后，由其网络接入服务提供者或应用分发平台通过“国家互联网基础资源管理系统”（即ICP/IP地址/域名信息备案管理系统，以下简称备案系统），向APP主办者住所所在地通信管理局在线提交备案申请，企业无需到通信管理局窗口排队办理。
Q：小程序、快应用去哪里备案？
A：小程序、快应用由运行平台（微信、支付宝等）为主办者代为履行备案手续。多个平台已经提供了小程序备案的指南和渠道。
Q：以前办理过网站备案，现在还要重新办理吗？
A：以前通过网站备案办理了APP备案的，需要重新提交APP备案，提交APP的相关信息。
Q： ICP备案需要多长时间？
A：省级通信管理局在收到APP主办者提交的备案材料后，材料齐全并准确的，应在二十个工作日内予以备案。
Q：提交APP备案材料后，如何获取备案结果？
A：官方将通过短信、邮件形式告知主办者，主办者也可以通过ICP/IP地址/域名信息备案管理系统网站（https://beian.miit.gov.cn）进行查询。
